Irvine Slough Stormwater Separation Phase 2 Drainage Improvement Project

Clear 3 Areas for Residential Use

Thomas Crk Bridge Replacement

Scope: applied for SEPA environmental review (File # PLAN2-2025-0036) associated with the Thomas Creek bridge replacement project. The existing Thomas Creek bridge (No. 40113) is a 3-span 91-year-old timber trestle bridge that measures 52 feet long and 32 feet wide. This bridge carries Old Highway 99 North (Old Hwy 99) over Thomas Creek north of the City of Burlington, Washington. The primary goal of the Thomas Creek Bridge replacement project is to replace the existing bridge with a new bridge that significantly reduces maintenance and operation needs from the County.
The replaced bridge will be a precast girder superstructure supported on drilled shaft foundations, which will be installed above the Ordinary High-Water Mark (OHWM). The proposed bridge length is 77’ long with two 25’ long approaches, for an overall length of 127’. The width inside the concrete barriers is 40’ wide, including the barriers it is 42’ 2” wide. The bridge height is 2’ 6” of voided slab girders with a minimum of 5” cast in place concrete deck on top, and then the concrete barriers on the edge of the bridge is 3’ 6”. An overall bridge height including the concrete barriers is 6’ 5”.
FILLING ACTIVITIES: Filling is required for widening the road fill prism to support the increased height of the new bridge structure. The total road fill is ~4,279 cubic yards (CY) and includes the gravel road shoulder and fill associated with installing the stormwater treatment infrastructure which are compost-amended vegetated filter strips (CAVFS) (8,327 SF). Under the bridge, streambed mix (20 CY) is proposed within the channel waterward of the Ordinary High-Water Mark (OHWM) to fill the voids following excavation of the timber piles and abutment. Above the OHWM at the abutments, a 1-foot layer of cobbles (50 CY) is proposed to prevent scour. Fill materials will be sourced from a licensed facility with streambed mix and cobble rock washed and free of fines.
EXCAVATION ACTIVITIES: Under the bridge, the project includes removal of relic creosote treated timber piles and timber abutment. There are (20) 12-inch creosote treated piles located below the OHWM. Approximately 100 CY will be excavated to remove the existing south timber abutment, and 108 CY will be excavated to remove the existing north timber wall for a total of ~208 CY of timber abutment excavation. Approximately 50 CY of topsoil will be excavated near the bridge abutments below the proposed final grade prior to installation of proposed cobble armoring. An additional 15 CY of existing silty streambed material will be excavated in areas of proposed regrading.
GRADING ACTIVITIES: Regrading is proposed within the channel under the bridge at a 1.5:1 and will tie into the upstream and downstream banks within the limits of the road right of way. The total grading footprint below OHWM is approximately 4,449 feet.
Location: at the Old Hwy 99 crossing over Thomas Creek in Skagit County within a portion of Section 18, Township 35 North, Range 4 East, Willamette Meridian. The project is within the public road right-of-way (ROW) but is adjacent to the following parcels: P36849, P36854, P103111 and P36855.

300 Cornet Bay Bulkhead Replacement

Scope: This project proposes to remove an existing approximately 108 linear-foot plank and timber pile bulkhead and replace it with a timber pile bulkhead within the same footprint of the existing armoring in Oak Harbor. The existing bulkhead is composed of vertical creosote-treated timber pile bulkheads that would be removed from the intertidal and replaced with untreated log pilings. Replacement pilings would be buried a minimum of 18 inches into the natural beach grade and the waterward face of the proposed bulkhead would be installed no further waterward than that of the existing bulkhead. Any remaining holes created during construction would be backfilled and the beach would be reshaped to pre-project conditions upon completion of the proposed work. Piling removal and replacement would be completed using impact hammering during low tides when the project area is in the dry. All work would be conducted from the uplands. No barge would be used for access or construction. The purpose is to maintain existing erosion control for the protection of upland structures.

Fairhaven Small Watercraft Launch and Dock – HOT

Description: This project proposes multiple actions including creosote pile removal; float, pile and ramp installation; drift sill and rock wall construction; and beach nourishment.
Work would include installing six 28-inch diameter steel piles, a 2,084 square-foot solid floating dock with a grated ramp, and a 1,680 square foot wave attenuator. The floating wave attenuator would be constructed offsite, placed in the water, and floated into the final location. Six steel pipe piles would be driven via vibratory methods to anchor and secure the attenuator and dock in place. A construction barge and crane with pile driving equipment would most likely be used for this phase of construction.
The applicant also proposes to place riprap waterward of the high tide line (HTL) to construct a drift sill. Existing riprap along the shoreline would be re-used in the drift sill, and supplemented with imported rock as needed. The rip rap rearrangement would most likely take place from the land. In addition, 40 cubic yards of quarried armor stone would be placed waterward of HTL to construct a rock wall divider, and 140 cubic yards of beach nourishment would be placed to construct and protect a kayak and stand-up paddleboard launch.
To compensate for the project’s impacts, the project proposes to remove 2 mooring dolphins, each consisting of approximately 16 creosote piles, a derelict wood pier and associated piles, 56 LF of shoreline armoring, a floating log boom and associated piles, and approximately 5 other miscellaneous piles in the project area.

Davison Lawrence Bulkhead Replacement

Description: The project proposes to retain a 100-linear-foot concrete replacement bulkhead installed waterward of mean high water and the high tide line in Penn Cove. Prior to installation, the landowner removed a 100-linear-foot failing wooden bulkhead and residence along the shoreline. A 100-linear-foot concrete replacement bulkhead was then installed up to three feet waterward of the original armoring footprint. The initial replacement structure was proposed one foot landward of the original wooden bulkhead; however, due to exposure of sensitive cultural artifacts following king tides, the Department of Archaeology and the Stillaguamish Tribe requested the replacement structure to be placed waterward of the original armoring to protect sensitive cultural resources onsite. Installation of the replacement armoring was conducted at low tides when the work area was dry, and material behind the bulkhead was stockpiled in the upland area for reuse. All stockpiled material was removed from the beach within 72 hours of bulkhead construction. A riparian planting plan was implemented following construction, and 17 cubic yards of fill was placed as beach nourishment to offset temporary construction impacts

Lummi Island Ferry Replacement and System Modernization – HOT

Description: The Lummi Island ferry, the Whatcom Chief, is owned and operated by Whatcom County Public Works. The ferry, which accommodates 16 vehicles and 100 passengers, is over 60 years old and at risk of mechanical or structural failure. An approximately 20-vehicle, 150-passenger ferry is proposed to replace the Whatcom Chief. The project proposes to modify elements of the Lummi Island Ferry Terminal to replace aging and damaged terminal elements and accommodate a new diesel-electric battery hybrid vessel. Infrastructure for a new passenger-only ferry (POF) facility will also be installed at the Lummi Island Ferry Terminal. Minor upgrades are proposed at the Gooseberry Point Ferry Terminal as well. A barge will be used for multiple aspects of construction and demolition. The project involves the following elements:
* Install grated float, gangways, catwalk, support piles, and a platform for the hoist for the POF infrastructure. This includes installing 12 new steel piles into bedrock via “down the hole” drilling or drilled-and-grouted installation
* Lummi Island terminal demolition: 2 wingwalls, 3 dolphins, and 3 breakwaters, including 266 piles and 546 square feet of overwater structure
* Lummi Island terminal retrofit: install 2 wingwalls, 4 dolphins, and 1 breakwater for a total of 41 steel piles (some into bedrock) and 1,659 square feet of overwater structure
*Gooseberry Point terminal retrofit: add 2 horizontal bracing frames below the waterline to provide more support for fender piles, and add rubber fenders to the top of wingwalls
* Upland Improvements at Lummi Island terminal: install emergency generator; new asphalt pavement; and stormwater conveyance, treatment, and discharge improvements such as trench drains and piping
* Remove 167, 12-inch diameter creosote piles in Lummi Bay near the Sandy Point Golf Course

Scope: This restoration project in Bob Heirman Wildlife Park will improve salmonid habitat within the Snohomish River floodplain while also improving public access. Floodplain connectivity will be improved by removing levees and enhancing side channels and edge habitats. A total of 3,410 linear feet of levees will be removed from five locations of the Beck Levee and three locations of the Ring Levee. Engineered log jams will be installed to stabilize river banks and roughen the floodplain. This includes apex jams on river bars, bank roughness complexes on river banks, wall-based habitat jams on flood channels, and floodplain roughness jams on flatter areas. Public access will be enhanced by creating 2,300 linear feet of both gravel and natural substrate trails that end in viewpoints. An undersized culvert beneath the existing pedestrian trail will be replaced so floodwaters and fish are not blocked. Wildlife habitat will be improved by creating seven earthen mounds in the floodplain and installing poles for raptor nesting. Approximately 36 areas disturbed by construction will be revegetated with native riparian and wetland species. This includes 24.4 acres of plantings surrounding the floodplain roughness jams and habitat mounds, 5 acres of riparian plantings where levees are removed, 5 acres of native plantings on the habitat mounds, and 1.6 acres of wetland enhancement plantings along the wall-based channel. This project will cause 2.07 acres of short-term temporary wetland impacts during construction, which is self-mitigating given the net increase in ecological functions

Pier 61 Emergency Repairs – HOT

Description: The project proposes to address structural deficiencies resulting from storm damage that require immediate attention to restore safety and function to the pier. The proposed repair is to drive a new galvanized steel pipe pile in place with H-Beam pile cap, sandwich the existing pile cap with steel C-channels, and drive a pair galvanized piles in line with compromised bearing piles at the head of the pier with an H-beam pile cap to support existing stringers. The compromised bearing piles and pile cap at the head of the pier will be abandoned in place to prevent further degradation to the pier during repairs and to minimize sediment disturbance at the site ahead of potential future cleanup actions under the Model Toxics Control Act. Finally, a guide pile for the floating dock will be pulled and replaced with a galvanized pipe pile to keep the float in alignment. A spud barge with a crane and a vibratory hammer will likely be used for these repairs.

Anchor Cove Marina – Dredging Maintenance

Proposal: The applicant is requesting a shoreline letter of exemption and SEPA threshold determination for a maintenance dredging project to restore navigation depths and reduce the potential for grounding of vessels and docks at the facility during low tides. The project proposes to dredge approximately 28,500 cubic yards over a dredging area of 217,600 square feet. One-hundred-thirty-four (134) creosote piles will also be removed from the shoreline approximately ¼ mile northeast of the project site for mitigation and habitat enhancement.
In connection with this proposal, a separate application has been submitted for the replacement of fifty-two (52) creosote-treated piles at the marina’s D-dock with forty-two (42) 12-inch galvanized steel piling, the replacement of 11,505 square feet of concrete floating dock with 10,052 square feet of 50/50 concrete/fiberglass grated deck with 69% functional open space, and the reinstallation of electrical lines, potable water lines, and fire system utilities. Additionally, a third application has been submitted for the replacement of the marina’s western timber breakwater and associated timber creosote piles and for the removal and replacement of timber creosote float piles at docks A, B, & C.
