RFP Developer Services: Pad D Waterfront Hotel Development Opportunity
The Port of Anacortes invites qualified development teams to submit proposals for the ground lease and development of a hotel on Pad D, a premier waterfront site within the Port’s Cap Sante Marina district.
The Port is seeking a developer with demonstrated experience in hospitality and mixed-use development to design, finance, construct, and operate a high-quality hotel that enhances the waterfront experience and supports the region’s growing visitor economy.

Columbia River Bridge Replacement
The Columbia River Bridge Replacement Project, located in Vancouver, Washington, and Portland, Oregon, is part of the IBR Program, which will complete new multi-modal Columbia River Bridges carrying I-5 over the Columbia River in the northbound and southbound directions, including SR 14 interchange ramp connections, Hayden Island interchange ramp connections, and existing bridge removal. This project will be in Clark County, WA and Multnomah County, OR.

To comply with United States et al. vs. Washington, et al. No. C70-9213 Subproceeding No. 01-1 dated March 29, 2013 (a federal permanent injunction requiring the State of Washington to correct fish barriers), the Washington State Department of Transportation is proposing a project to provide fish passage at five (5) crossings of SR 16 in Kitsap County with fish passable structures in compliance with the federal injunction regarding fish passage underneath WSDOT highways. This project will remove existing barriers to fish migration at the following SR 16 stream crossings and replace them with fish-passable structures:

Design/Build SR 112, E Fork Whiskey Creek – Remove Fish Barriers
Submittal due date and time: Wednesday, December 23, 2026 – 11:59pm PST
Estimated value: $210,000,000 – $230,000,000
This project will remove twelve (12) existing fish barriers from separate site locations along SR 112 from MP 0.72 to MP 56.55. The existing fish barriers will be replaced with new structures and reconstructed stream channels to provide unimpeded passage for fish of all life stages. Work will include, but is not limited to, fish exclusion and temporary stream bypass systems, maintenance of traffic utilizing temporary traffic bypasses, removal of the existing fish barriers, earthwork above and below ordinary high water, structure and wall construction, roadway reconstruction, guardrail removal and installation, channel reconstruction, streambed restoration, roadside restoration, erosion control, water management and traffic control. The project will realign SR 112 in the vicinity of Indian Creek at MP 29.12

LOCAL CLOSURES:

thru Aug 18: of SR 9 begins Wednesday night, east of Mount Vernon, Both directions around the clock beginning Wednesday night, to install a 20-foot box culvert beneath SR 9 to remove a barrier blocking fish migration along a tributary to Nookachamps Creek.

Thru Aug 20: South Whidbey Chip Seal – View Island County Maintenance

Thru Aug 21: 7am to 7pm, BNSF emergency repairs to the railroad crossing at Blackburn/Old Hwy 99 are expected to cause up to 1-hour delays. Detour routes will be in place.

Until Late August: near Conway in Skagit County, Paving project to improve a 4.5-mile stretch of State Route 534 between Conway and Lake McMurray. Reduce SR 534 to a single lane with eastbound and westbound traffic alternating

Thru Sept 4: ANACORTES – SR20 near Campbell Lake Road will be reduced to a single lane for 19 days around the clock beginning Monday morning between Anacortes and Deception Pass. The work is part of an intersection improvement project.

Until Sept 14: lane reduction – SR9 will be reduced to a single-lane bypass with alternating traffic for 42 days around the clock beginning Monday, north of Sedro-Woolley. During the continuous lane reduction, contractor crews working for the Washington State Department of Transportation will install an 18-foot box culvert beneath SR 9 to remove a barrier blocking fish migration along a tributary to Hansen Creek.

Until September: Southbound I-5 traffic shifts onto a bypass road south of Bellingham: The shift of southbound Interstate 5 to the temporary two-lane bypass road south of Bellingham has been rescheduled to Monday night, June 15, to complete necessary work before the shift. The northbound I-5 shift to a temporary bypass road will be rescheduled to a later date Southbound traffic will continue to use the bypass through September

Thru Oct 17: Concrete Sauk Valley Road #08000 at milepost 13.3 – The roadway will be closed for approximately eighty (80) calendar days to allow work to be completed on the South Osterman Creek Culvert Repair Project No. EO214-5.

Thru Oct 23: South Skagit Highway #07000 from MP 5.3 to MP 5.4 closed to all through traffic including emergency vehicles. The roadway will be closed for approximately sixty (60) calendar days to allow work to be completed on the Stevens Creek Fish Passage Improvement Project #ES07000-15

Until Early 2027: the State Route 536 Skagit River Bridge/Division Street Bridge will close to eastbound traffic through the duration of a project to repaint the historic bridge. All passenger and freight vehicles need to follow the detour until the project finishes in early 2027

Until July 2027: Year-long SR 20 roundabout project south of Anacortes begins work 19 days of single-lane traffic coming to project area in mid-August. Preliminary work is now underway on an intersection improvement project to enhance safety along State Route 20 by building a new roundabout at Campbell Lake Road. Most construction for the new roundabout south of Anacortes will be complete in July 2027, weather permitting.
