RFQ Design Of A New County Road Whidbey Airpark Light Industrial Zone Access, Whidbey Island
Island County Public Works (AGENCY) solicits interest from consulting firms with expertise in civil engineering, right of way acquisition, and construction engineering support. Consultants will be considered for the following project: Whidbey Airpark Light Industrial Zone Access.
PROJECT DESCRIPTION
The work to be performed by the CONSULTANT consists of engineering, right of way acquisition, PS&E, and construction engineering support of a new road from the intersection of Craw Rd at SR 525 north to Crawford Rd (Private). The general scope of work for the project includes design and PS&E for a bid ready project, addressing the following major features/ challenges:
Design of a new County road through forested/cleared undeveloped land
Design drainage features
Determination of right of way needs and right of way plan preparation
Environmental planning and preparation of permit applications
Performance of soil exploration and analysis
Engineering support to procure a WSDOT Right of Way Access Permit
Coordination with Utility purveyors regarding all utility related issues
All design work to meet/follow AGENCY standards, the LAG Manual, and applicable state and federal regulations
Construction engineering support.

SOQ Assist In Providing The Best Consistent Speed Limit Along Island County Locally Classified Arterial And Major Collector Roadways
Island County Public Works is requesting Statements of Qualifications from consulting firms who wish to be considered and evaluated in providing professional services for the following:
Development of a policy and evaluation tool to assist in providing the best consistent speed limit along Island County locally classified arterial and major collector roadways. The policy will define characteristics for recommending consistent and appropriate driving speeds for County roads; eliminating inconsistent speed on County roads; and reflect proper use of County roads through Island County communities. The Speed Limit Evaluation Tool will allow a point/rating system for each pre-determined factor, providing a recommended speed limit reflecting the policy defined characteristics.

RFQ for Professional Services For A Water And Wastewater Feasibility Study
The Town of Hamilton is requesting qualified engineers to submit statements of qualification (RFQ) to perform a scope of work that includes a feasibility study for providing water and wastewater services for a proposed new development on a 42-acre parcel of land located in the Town of Hamilton. A final written report of the feasibility of the project will be due in May, 2020.
The project budget is approximately $36,000.
One firm will be selected for an interview based upon the following criteria: amount of specialized experience in type of work required; availability and capacity of the firm to accomplish the work in the required time frame; qualifications of personnel that will actually be working on the project; firm’s past experience with federally funded projects, especially CDBG projects; geographical proximity of the firm to the project location; professional reputation and references; and Washington State Certified Minority Enterprise Participation.

Skagit Wildlife Area, Milltown Island Restoration
Statement Of Qualifications Due: 3pm March 5, 2020
SCOPE OF WORK
This request is for various levels of site investigation, modeling, and design services for further restoration of the Milltown Unit located in the Skagit Wildlife Area in Skagit County, Washington. Project design services include hydraulic modeling, preparation of plans, specifications, construction feasibility, and construction estimate. The A&E team shall be responsible for providing all permits for regulatory approval and construction of the project.
The project will be completed per OFM A&E Guidelines (Fee Schedule B) with an estimated maximum allowable construction cost (MACC) estimated at $4,600,000. The schedule calls for design to be completed by December 2020. We do not currently have construction funds in hand.
SUBMITTAL OF STATEMENT OF QUALIFICATIONS
Interested firms shall email PDFs of their Statement of Qualifications to CAMP.Bids@dfw.wa.gov by the time and date above. Include the words “Milltown Restoration” in the subject line of the email. Maximum file size per email is 10 MB. Questions may be directed to the same email address. The Statements of Qualifications shall be no longer than 14 pages (not including cover and title pages) and include lead staff resumes, ability to meet timelines, and general project approach.
A qualifications-based selection process will be used and will consider the following information:
• Qualifications/expertise of firm
• Qualifications of proposed project manager
• Qualifications of key team members, including subconsultants

Concrete School District is requesting an Energy Services Company to follow RCW 39.35 to identify, finance, design, install, commission, verify, and monitor energy conservation measures throughout the Concrete School District buildings’ energy consuming systems. The focus of the energy conservation measures will be on addressing facilities’ aging infrastructure including HVAC, Electrical, and Energy Management Systems; with a goal of identifying opportunities to reduce energy and operational costs.

The City of Bellingham (City) is seeking Request for Qualifications (RFQ) to provide Engineering Development Review services for development projects.
Project Description The City of Bellingham Public Works Department provides full engineering review of proposed public infrastructure construction and public and private stormwater runoff treatment and flow control designs included in private development projects. The Department uses electronic permitting and plan review software (Trakit and Bluebeam) and all plan sets are submitted in an electronic format. The selected firm will review private development plans to ensure compliance with City of Bellingham codes and standards. RFQ: Airside Projects Design, Permitting & Construction Management Professional Services
The Port of Bellingham is requesting interested engineering firms with airport airside FAA design experience to submit their qualifications for airfield design, permitting and construction management services for FAA AIP funded airfield capital improvement projects Bellingham International Airport (BLI). All eligible design costs for projects under this RFP will be funded in large part by the Federal Aviation Administration (FAA) with the Port of Bellingham (Port) funding the local share. The projects include runway shoulders, blast-pads, re-alignment of ingress and egress taxiways, connections to taxi lane serving new development areas, associated lighting, signage and pavement parking plans, aircraft apron design as well as movement and non-movement area pavement rehabilitation. The projects are scheduled to commence after grant award, in July 2020 through 2025. The Port needs to have the consultant selection completed and a scope of services, fee schedule and contract negotiated by April 23, 2020 to meet the grant application submittal schedule.
QUALIFICATIONS
Qualifications are requested from engineering firms with airport airside FAA design experience that can demonstrate extensive recent and verifiable airfield design projects at for FAR Part 139 Commercial Air Service Airports.

Whatcom County is generally announcing its projected requirements for certain professional architectural, engineering, and other consulting services including recycling, education, environmental protection and restoration, waste and pollution prevention, planning and management services, for the first half of calendar year 2020. To be considered, firms must submit all the information requested in the RFQ document.
