RFQ Traffic Control Plan Preparation and Full-Service Traffic Control
Public Utility District No. l of Skagit County (“District”) hereby solicits Statements of Qualifications (SOQs) from consulting firms possessing the required experience and resources needed for Traffic Control Plan Preparation and Full-Service Traffic Control:
Statements of Qualifications must clearly demonstrate the ability of the respondent firm(s) in the following Significant Evaluation Factors: Cover Page (maximum 1 page, include Discipline(s) applying for). Overview of Firm (History, Mission, Vision and Goals) General Information (maximum of 3 pages): Proximity to Skagit County Quality Control Program Cost Control Methods and Effectiveness Specific Information (maximum of 5 pages): Experience of the firm for the design of Traffic Control Plans. Provide project examples (within the last 5 years) including Scope, Project Team, Specialty Subcontractors and Client Contact. Qualifications and experience of the staff currently working/assigned to Flagging. Excellence in past performance. Standard Rates for 2019
Firms desiring consideration shall submit one (1) PDF file of Statement of Qualifications by 5:00 PM on Friday, February 15, 2019. The District will score and rank each firm based on the evaluation factors listed above and the District’s need. The District will then enter into an Agreement for Professional Services with the top ranked firms. A specific scope of work will be written for each project during the year and the District will conduct contract negotiations, on a rotating basis, with top ranked firms. The number of firms selected will be at the District’s discretion.
This is not a Request for Proposal. Statements of Qualifications will be kept on file for calendar year 2019, or longer at the District’s discretion.

Since many offices in the Puget Sound region have been closed the past week due to the inclement weather, we have decided to extend the submittal deadline for the South Fork Nooksack River Homesteader Design RFP. Proposals for the South Fork Nooksack River Homesteader Design RFP are now due on Wednesday, February 20th at 4:00PM.

The Nooksack Indian Tribe Natural Resources Department is seeking proposals to conduct baseline hydraulic modeling and alternatives analysis, develop engineering design and construction cost estimates for the preferred alternative, and oversee construction of a project to restore chinook habitat and reduce flood risk to the adjacent community in a reach of the South Fork Nooksack River from RM 5.4 to 6.5. Consultant Services – WSU
Washington State University periodically requires consultant services less than $300,000.00 for planning, design, special studies, inspections, and construction related services.
The Department of Facilities Services maintains a Consultant Roster for these services as allowed by RCW 39.80. Once registered, Consultants will be selected from the Consultant Roster on the basis of specific project requirements and in conformance with the Department of Facilities Services policy.
The current registration form can be found at https://facilities.wsu.edu/consultants/. Interested firms must submit their Statement of Qualifications and Registration form by April 5, 2019 in order to be eligible for the current year’s roster.
