Description: The City of Bellingham (City) is seeking Statements for Qualifications (SOQs) to provide planning, engineering, landscape architecture, archaeology, environmental evaluation, planning, surveying, permitting assistance, construction administration, environmental remediation, and/or cost estimating services.
The City invites all interested parties to respond to this Request of Qualifications (RFQ) by submitting their qualifications relating to this category of work. All prospective consultants are advised any federally funded project work will be held to federal EEO requirements.
Disadvantaged, minority and women-owned consultant firms are encouraged to respond.
The area of work includes portions of the Phase 2 development of the Waterfront District/Cornwall Beach Area as shown in Figure 1. The area of work is contingent on the funding available at this time. The consultant team selected for this work may be selected to continue design into future phases of the project area as funding becomes available.
No preproposal conference is planned for this RFQ.
This project is a priority project for public access to the waterfront. This project will also help to meet the objectives of the current Parks & Recreation Open Space Plan to provide additional waterfront parks & trails.
This project area is located within a State cleanup site. The park development will occur once existing cleanup activities are complete. The City of Bellingham anticipates advancing the park grading and utilities plan for design and cost efficiencies and incorporating the plans into the Public Works Department & Port of Bellingham cleanup plans for the R.G. Haley and Cornwall Landfill sites. Remediation and cleanup design for both sites are currently underway. Two separate consultant teams are designing and permitting the R.G. Haley site for the City of Bellingham and Cornwall Landfill site for the Port of Bellingham.
The scope of this RFQ work does not include cleanup activities, but will coordinate with current efforts to ensure seamless transition from environmental remediation to park development. Both the Cornwall Landfill and R.G. Haley sites are anticipated to begin cleanup construction activities in 2021.

2020 Consulting Services Roster
Public Utility District No. l of Skagit County (“District”) hereby solicits Statements of Qualifications (SOQs) from consulting firms possessing the required experience and resources needed for any/all of the following Disciplines: Engineering Design for Water Pipeline Systems including, hydraulic modeling, permit acquisition, and corrosion control. Engineering Design for Drinking Water Treatment and Water Distribution Equipment, plants, pump stations, reservoirs, telemetry, SCADA etc. Land Surveying services. Geotechnical Investigation, Analysis and Evaluation. Statements of Qualifications must clearly demonstrate the ability of the respondent firm(s) in the following Significant Evaluation Factors: Cover Page (maximum 1 page, include Discipline(s) applying for). General Information (maximum of 3 pages): Overview of Firm (History, Mission, Vision and Goals) Proximity to Skagit County Project Management Methodology Discipline Specific Information (maximum of 5 pages) per Discipline as described above): Experience of the firm for the submitted Discipline. Provide examples of five projects within the last 10 years, including Scope, Project Team, Specialty Subcontractors and Client Contact. Qualifications of the staff currently working/assigned to the discipline. Excellence in past performance.
NOTE: Multiple Discipline submittals must be under one cover along with the firm’s General Information. If you are submitting for one Discipline, your SOQ will be a maximum of 9 pages. If you are submitting in two Disciplines, (label each Discipline) you will submit one SOQ consisting of no more than 14 pages; three Disciplines will be limited to a maximum of 19 pages; and so on.
Firms desiring consideration shall submit 1 PDF file of Statement of Qualifications by 5:00 PM on Wednesday, January 15, 2020. Scope: The Central Puget Sound Regional Transit Authority (Sound Transit) is requesting Statements of Qualifications (SOQs) from qualified firms to provide the study to extend light rail transit approximately 16.3 miles from the Lynnwood City Center in the City of Lynnwood to the Everett
Station in the City of Everett. In addition to the extension of light rail, this project will also include an operation and maintenance facility (OMF) in the corridor. The RFQ provides information for proposers on project background, general scope of work, required areas of expertise, previous studies, and other project requirements that will be used to evaluate statements of qualifications.

RFQ Electrical Engineers Bob Mitchell Power Upgrades
City of Sumas is accepting statements of qualifications from electrical engineers for design and construction of Bob Mitchell power upgrades. City of Sumas is upgrading their current primary from Front street along Bob Mitchell to just north of train tracks.
Statements of qualification shall be submitted to the Sumas City Hall, 433 Cherry Street, Sumas, WA 98295 no later than 5:00 pm on February 3, 2020.
RFQ packets will be available for pickup on weekdays between 8:00AM – 5:00PM.
