66th Ave W Pavement Reconstruction – 220th St SW to Northern City Limits RFQ
Description: The City of Mountlake Terrace seeks letters of interest and written statements of qualifications from qualified consultants to undertake design engineering for the 66th Avenue W Pavement Reconstruction project between 220th Street SW to the City’s northern limit (approximately at the Interurban Trail). The project will reconstruct the pavement along this roadway, provide a narrowed Interurban Trail crossing with solar powered active warning devices to improve trail user safety, and modify the vehicle channelization to provide two southbound vehicle travel lanes south of 216th Street SW and one southbound lane north of 216th Street SW. The project would also reconstruct 7 non-compliant curb ramps throughout this segment to meet current ADA standards and extend fiber optic cabling and conduit north from 220th Street SW to the 216th/66th traffic signal to incorporate it into the Lynnwood’s regional signal management system.

The Department of Facilities Services maintains a Consultant Roster for these services as allowed by RCW 39.80. Once registered, Consultants will be selected from the Consultant Roster on the basis of specific project requirements and in conformance with the Department of Facilities Services policy. RFQ Retrofit Bridge Design & Environmental Services for the Upper Finney Creek Bridge, No. 40093, Project #ES40093-2
Skagit County Public Works Department invites the submittal of written statements of qualifications from Consultants interested in providing Seismic Retrofit Bridge Design and Environmental Services for the Upper Finney Creek Bridge No. 40093, Project #ES40093-2.
PROJECT DESCRIPTION The Upper Finney Creek Bridge is a 5-span concrete T-girder bridge built in 1952, measuring 217 feet long and 18 feet wide. This bridge spans over a ravine approximately 60 feet deep with near vertical sides and with intermediate piers nearly 50′ tall. This bridge is located on Finney Creek Road at MP 4.62 and is an important logging and recreational route connecting the Mount Baker-Snoqualmie National Forest to SR 20 via Concrete-Sauk Valley Road, near the town of Concrete, Washington.
The project consists of bridge design and seismic retrofit improvements as recommended: Provide transverse stop blocks at the east and west abutments Provide longitudinal seat extensions at bents 1 & 4 Provide steel jacketing for the interior bents 2 & 3 column / piers Provide steel jacketing at bents 1 and 2 Enlarge the strip shallow foundation at Bents 2 & 3 to 12 foot wide. The work to be performed by the Consultant consists of preparation of the PS&E for the seismic retrofit improvement for the Upper Finney Creek Bridge No. 40093 including; design of plans, preparation of project specifications in compliance with local, state, and federal requirements, and preparation of construction cost estimate (PS&E), environmental planning and permitting. This assignment may be a multi-phase agreement including pre-bid support, owner’s representative during construction, and contract close out.
SUBMITTAL Cover letter shall include the following information: Firm name, phone number, and email address; Name of Principal-in-Charge, Project Manager, and Key Personnel. The submittal package shall be limited to one page cover letter and a maximum of six (6) pages of qualifications (single-sided, letter size), stating qualifications. Submittals will be evaluated and ranked based on the following criteria: 1) Key personnel; 2) Firms experience with WSDOT PS&E and Federal Highway Administration Standards and requirements; 3) Experience as a structural designer and engineer on bridge seismic retrofit, bridge design, or bridge maintenance projects valued between $1 million to $4 million; 4) Approach to project; 5) Firms experience with environmental planning and permitting process; 6) Ability to meet schedule; 7) Familiarity with relevant codes and standards; 8) Past performance/references; 9) Experience with the latest edition of AASHTO Specifications for Highway Bridge Design.
Selection will be made on qualifications submitted. Highest ranking firms will be interviewed.
