RFP Professional Engineering and Right-of-Way Services for the Josh Wilson Road – Phase 1 Project
The Skagit County invites the submittal of written statements of qualifications from Consultants interested in providing Engineering and Right-of-Way Services for the design of the reconstruction of Josh Wilson Road from Avon Allen Road to Jensen Lane, Job No. ES33000-9.
Project Description: This project consists of reconstruction of a 1.1-mile-long segment of Josh Wilson Road from Jensen Lane to Avon Allen Road. Reconstruction will address widening the existing roadway to current road standards to improve safety and stabilize the road base, including replacement of an existing culvert across Josh Wilson Road. The work to be performed by the Consultant will consist of preparation of the PS&E including; design of the project, preparation of project plans and specifications in compliance with local, state, and federal requirements, and construction cost estimate, right of way acquisition and certification. This assignment may be a multi-phase agreement including pre-bid support, owner’s representative during construction, and contract close out.
Disadvantaged Business Enterprise Goal: Consultants are alerted that this is a federally funded project. A Disadvantaged Business Enterprise (DBE) mandatory goal of seven percent (7%) has been established for this project. Certification is required.
Submittal: Cover letter shall include the following information: Firm name, phone number, and email address; Name of Principal-in-Charge, Project Manager, and Key Personnel. The submittal package shall be limited to one page cover letter and a maximum of six (6) pages of qualifications (single-sided, letter size), stating qualifications. Submittals will be evaluated and ranked based on the following criteria: 1) Key personnel; 2) Firms experience with WSDOT PS&E and Federal Highway Administration Standards and requirements; 3) Experience as a design consultant on road projects valued between $2 to $5 million; 4) Approach to project; 5) Ability to meet schedule; 6) Familiarity with relevant codes and standards; 7) Past performance/references. Selection will be made on qualifications submitted. Highest ranking firms will be interviewed.

RFQ Lincoln Creek Transportation Center Improvements Design Services PW721
Response Date: 3:00 PM local time, April 27, 2018
Qualifications will be received by Western Washington University from firms interested in providing professional engineering services for the PW721 Lincoln Creek Transportation Center Improvements project on Lincoln Street between Byron Street and E Maple Street in Bellingham, WA.
Services could include: site survey, geotechnical investigation, civil design, structural design, landscape design, transportation design, stormwater management design, signal design, restroom facilities design, electrical engineering, mechanical design, permitting, cost estimating, construction bid document development, construction administration services, and grant funding requirement compliance. Firms must have an established record of excellence in design, cost estimating, construction administration and a strong background in institutional parking and transportation facilities.
Firms are encouraged to visit for additional RFQ information and the conceptual design.
At the discretion of the University, firms that are not physically located in the State of Washington will be required to affiliate with a qualified, in-state firm acceptable to the University.

RFQ Structural Engineers
The Upper Skagit Library District is accepting Letters of Interest and Statements of Qualifications from qualified Structural Engineers to provide engineering services.
The selection process shall follow the requirements set forth in Chapter 39.80 RCW. Structural engineering services requested include the investigation and analysis of an existing building located at 45952 Main Street, Concrete, WA 98237.
Services shall include preparation of design and construction bid documents, cost estimates and administration of construction contract for the repair of damaged wood framing of the roof and ceiling structure and other work. The building is approximately 70 years old. The District has a preliminary structural analysis report from a local engineer partially describing the current condition of the building and structural framing system. The District also has an existing condition assessment from a construction inspection and materials testing firm.

RFP Extended Consultant Services
The Town of Concrete is seeking a qualified firm to assist the Town in the update of its Water System Plan in accordance with any related WAC, RCW and/or the Skagit County Coordinated Water System Plan. The experience of the firm with similar clients will be a major determinant in the selection of the firm. The professional credentials of the firm will also be a major determinant in the selection process, along with a demonstrated understanding of the Town’s needs and available start date. The most highly rated firm will be selected for negotiation of the professional service contract.

RFQ Engineering Design Services East-West Connector
The City of Burlington will accept Statements of Qualifications to provide engineering/design services for a Transportation Improvement Board funded project to construct a new street including sewer, environmental, water, and sidewalks.
PROJECT DESCRIPTION: prepare plans, specifications, and bid documents; and provide construction management services for:
a)Construct a new three lane asphalt street from Burlington Boulevard to South Walnut Street (approximately 1,000′ in length).
b)Construct a compact roundabout at the east terminus of the roadway (on South Walnut Street).
c)Modify an existing traffic signal at Burlington Boulevard/Costco Drive to manage traffic at the west terminus of the new roadway.
d)Construct new sidewalks and shared use path along the new roadway.
e)Install a water main in the roadway per Skagit PUD design criteria.
f)Install storm sewer and sanitary sewer lines in the new roadway.
g)Demolish an existing retail business (approximately 5,000 s.f.) h)Construct a new one-story retail bike shop (approximately 5,000 s.f.)
i)Provide construction management for the project.
