RFPS Harris Avenue Railroad Crossing Project Quiet Zone Modifications
The Port of Bellingham is soliciting responses from qualified firms interested in providing consulting services to modify the existing railroad crossing located on Harris Avenue in Bellingham, Washington, to a quiet zone crossing.
The scope of work includes all aspects of project execution including, but not limited to, grant documentation preparation, civil engineering, geotechnical exploration, archeological, environmental, and land surveying. Later phases of work may include, but are not limited to, construction management support, construction staking, and grant close-out documentation preparation. This project will be funded, in part, by a Federal Railway/Highway Crossing Program Grant.
Responses should address the following evaluation criteria:
1. Engineering, other professional consulting qualifications, and relevant project experience gained in the last five years that includes all aspects of project execution related to WSDOT and Burlington Northern Sante Fe Railroad design standards specific to Railroad Quiet Zones.
2. Familiarity with WSDOT/FHWA Standards and procedures
3. Approach to the project
a. Proposed project team and responsibilities.
b. Detailed narrative of approach to the project.
c. Client list and references.
An optional, pre-proposal, project tour will be held July 31, 2018. Interested parties should meet at the Bellingham Cruise Terminal located 355 Harris Avenue at 9a. The successful consultant will be required to attend a required “Pre-scoping” meeting in August followed by scope development. The Port anticipates getting hiring approval in early September with design work commencing thereafter.

RFQ Grandview Sewer Extension Project
The City of Ferndale is seeking qualification statements from Professional Design Engineering firms for the City’s Grandview Sewer Extension Project.
The City is seeking an Engineering firm to provide design-engineering and construction-engineering services for an extension of sewer service to the Grandview area, including the creation of plans, specifications, estimates and ancillary services including but not limited to Local Improvement District formation support, inspection, and project management.

SOQ Preliminary Engineering for SR547 Pedestrian and Bicycle Safety Trail
The Whatcom Council of Governments (WCOG) solicits Statements of Qualifications (SOQ) from qualified applicants to perform preliminary engineering and associated tasks for the development of the State Route (SR) 547 Pedestrian and Bicycle Safety Trail (“the Trail”) in the Kendall-Columbia Valley community in unincorporated Whatcom County. WCOG will review all SOQs received and select the top-rated firms, which will be invited to make a presentation to and interview with WCOG”s Technical Review Team.
It is anticipated that the selection process will be completed by September 14, 2018. The target date for the completion of this project is January 18, 2019.
WCOG reserves the right to amend the terms of this RFQ, to circulate various addenda, or to withdraw the RFQ at any time, with or without notice. Consultants submitting proposals in response to this RFQ must be capable of providing the products and services described in the RFQ criteria attached as Exhibit “A.” Joint ventures and/or the use of sub-consultants is allowed. RFQ Plans, Specifications and Engineering Services for Decant Facility Design
The City of Ferndale is seeking qualification statements from firms with experience providing design services, up to and including: facility design; surveying; geotechnical investigation; studies and services; permitting; as well as the creation of plans, specifications and estimates; for the Decant Facility Design project.
The project will design of an approximately 100 feet by 50 feet covered and partially enclosed stormwater decant facility building to effectively and efficiently handle debris from the cleaning of stormwater structures and street sweeping in the City of Ferndale. The new facility will help the City meet stormwater permit requirements for proper stormwater conveyance liquids disposal. This project will be funded in part by a Department of Ecology grant for the water quality improvements in the Nooksack River and Schell Creek watersheds.

RFQ On-Call Engineering Services
Skagit Transit has released a Request for Qualifications (RFQ) #18-007 and will be accepting sealed Statements of Qualifications (SOQ) in the office of Skagit Transit, 600 County Shop Lane, Burlington, WA 98233 until the hour of 4:00 p.m. PDT, August 27, 2018 for:
On-Call Engineering Services. Skagit Transit shall enter a task order agreement with the most qualified firm to provide multi-discipline on-call Architectural and Engineering (A&E) services for various transit projects. The selected firm will be required, but not limited to, providing: transit and transportation related documents such as feasibility studies; stakeholder coordination; project clearances; project management; design; PS&E; construction management; surveying for right of way; underground utility location and other A&E related professional services as required.
Firms specializing in a particular technical service may participate in this RFQ by joining services with a civil engineering firm that provides a broader range of transportation related engineering services.
The initial contract term is three (3) years from the Effective Date, with two (2) successive one-year options, to be exercised solely at Skagit Transit’s discretion.
Individual Task Order Documents assigned under the Agreement may be funded in whole or in part by the Federal Transit Administration (FTA), therefore the required “federal clauses” and certifications shall be incorporated into the Master Consultant Agreement. The successful Consultant shall cooperate with Skagit Transit to ensure full conformance with its funding agreements with the FTA and will comply with all terms and conditions prescribed for third party contracts by the FTA.
