The City of Mount Vernon is accepting Statement of Qualifications from firms to assist the City’s Public Works Department with preliminary architect/engineering services needed to proceed toward funding, design and construction of a new public works maintenance facility.
Firms wishing to be considered are requested to send one copy (maximum 15 pages) of their Statement of Qualifications to the City of Mount Vernon Public Works Department, 1024 Cleveland Avenue, Mount Vernon, WA 98273 by 4:30 p.m. on January 19, 2018. The Statement of Qualifications should include resumes of project team members as well as related firm experience. Recent relevant project experience (within the last five years) is most important.

RFQ for Professional Design Services – MVSD Old Main Building
Architectural Consultant Services for the Mount Vernon High School Old Main Building Historic Modernization and the Tenant Improvements to the Fine Arts Building. Other Work on the Mount Vernon High School campus that may be added at a later date includes, but may not be limited to:
• Project phasing and temporary housing of students and administrative staff
• Programming and concept development of other structures on the high school campus, such as the Vocational Shop addition, AG Building modernization and a Welding Shop
• Campus Master Plan upgrades
• Campus storm water analysis
Project Information: The Mount Vernon School District (MVSD) proposes to modernize the Old Main historic building (historical significance – not historically registered) and complete miscellaneous Tenant Improvements to the Fine Arts Building both located on the Mount Vernon High school campus and if possible, the other work described above.
These projects are being delivered using the General Contractor/Construction Manager (GC/CM) method of delivery. The GC/CM contractor chosen and now under contract is Lydig Construction, Bellevue, WA
The modernization of the Old Main Building may have some required precursory work on the Mount Vernon High School campus that will have to be accomplished in order for construction on Old Main to occur. The Owner reserves the right at their sole discretion to increase or decrease the scope of the selected A/E design team to include work related to any, or all, of this precursory work.

Site Visit: A walkthrough of both buildings and the overall campus is scheduled for Wednesday, January 3rd, 2018 at 3:00PM. Park in the south parking lot and gather at the south entrance of Old Main.

2018 On-Call Consultant Services Roster – Port of Anacortes
The Port of Anacortes is currently requesting Statements of Qualifications for the following categories of professional services: Architectural & Engineering.
The Port of Anacortes anticipates a variety of public work projects at its existing facilities. These projects include, but are not limited to infrastructure, civil improvement, and environmental projects at all Port of Anacortes facilities.

The purpose of this solicitation is to provide an annual update to our list of qualified consultants who may meet the requirements of the Port for providing consulting services related to port-wide projects. A Statement of Qualifications shall be kept on file for a 1 year period. The Port shall contract for on-call consulting services on an as needed basis by issuing individual Task Orders under a basic professional services contract.
Pursuant to Chapter 39.80 RCW, the Port will select the most qualified consultant for each project from the list of qualified consultants. Prior to execution of a Task Order, the Port and the consulting firm shall agree upon the scope and price to perform the services. Tasks shall either be contracted on a Time and Materials Completion basis or a Firm Fixed Price basis.
The Port reserves the right (i) to make multiple awards for on-call services in each of the categories of expertise, (ii) to advertise at any time for additional Statements of Qualifications for any or all of the categories (iii) to advertise for Statements of Qualifications for a particular project and (iv) to amend this process at any time. No firm or consultant submitting a Statement of Qualifications shall have any right or claim against the Port of Anacortes resulting from such submission.

Responses should address the following evaluation criteria:
1. Experience of key personnel to be assigned to the contract
2. Firm’s proven ability to provide innovative, cost-effective solutions
3. Firm’s proven track record of quality performance and performance schedules
4. Firm’s responsiveness and capacity to perform
5. References who can validate performance, including schedule and cost performance
Firms submitting Statements of Qualifications should clearly identify the specific
categories (listed above) of their expertise. SOQ’s containing pertinent data to assist the selection committee in evaluating the firm’s qualifications must not exceed a total of 12 pages (including cover letter).
For each project, Port staff will evaluate the Statement of Qualifications on file and select the consultant that can best satisfy the above criteria. In some instances, Port staff may elect to conduct interviews of closely scored consultants prior to making a selection.

If a statement of qualifications was submitted in 2017, then a letter requesting your firm be retained on the County list is sufficient. Statements will be accepted after the due date, but may not receive consideration for possible work early in the calendar year.
RFP San Juan County Fairgrounds Master Plan Update
Project Description: The Parks, Recreation and Fair Department intends to contract with a professional consultant firm to assist with the San Juan County Fairgrounds Master Plan update. The current plan was adopted in 2012.
San Juan County Fairgrounds is a multipurpose property located just south of the Town of Friday Harbor on San Juan Island in Washington State. In addition to the annual county fair, the property is actively used year ‘round for community and special events, theatre, sports programming, camping, 4H, and as a public open space. The property is a historically significant cultural landscape that includes multiple built facilities, with some buildings between 75 & 100 years old. The completed master plan update should include a comprehensive analysis of the fairgrounds programs and facilities and include a long-term vision for sustainability. Additionally, an analysis of the fairgrounds economic position within the community, the relevance of historic resources and sense of place, a 6 year capital improvement plan and 20 year capital forecast will be incorporated. The planning process will contain an innovative citizen involvement strategy so that SJC citizens’ ideas, concerns and expressions of preference are integrated into statements of how the fairgrounds should be developed, what should be preserved, what programming should accomplish, what facilities and service levels are needed, and how publicly funded improvements should support these objectives.
The plan update will look 20 years into the future. However, the visions and values expressed in this completed plan will likely extend beyond the 20 year planning horizon to future generations. The following question will be answered within the new plan: What is the community’s vision for a sustainable county fairgrounds? The County’s intent is to give the community a chance to imagine what role the fairgrounds can play in supporting a sustainable high quality of life and strong sense of community.
San Juan County solicits proposals from consulting firms with expertise in facility master planning, civil engineering, landscape architecture, historic preservation, and cultural landscapes evaluation, economic development and effective citizen engagement.
