Request For Professional Services
The Port of Bellingham is soliciting responses from consulting firms to this Request for Professional Services (RFPS) to assist the Port by providing Architectural and Engineering Services for a 19,000 square foot 2010 Olympic Coordination Center to be built in the westerly portion of the International Trade Building (ITB).
The consulting firm shall provide architectural, mechanical, structural and electrical engineering consultants for core and shell; and tenant improvements to the existing building.
Responses should address the following evaluation criteria: 1. Architectural Qualifications and Project Experience (last 5 years). A. Demonstrate relevant and innovative experience converting warehouse space to other uses. B. Demonstrate familiarity with local codes and permitting requirements applicable in Whatcom County. C. Demonstrate knowledge of the Port of Bellingham, its role in Whatcom County, and its project procedures. D. Demonstrate past design experience with the Department of Homeland Security; US Customs; or the GSA. 2. Familiarity with this building and this intended reuse. A. Demonstrate familiarity with the International Trade Building by discussing its building type, existing internal systems, potential design encumbrances, limitations, and/or opportunities. B. Demonstrate knowledge and list design experience with the design of law enforcement facilities. C. Demonstrate the ability to provide local inspection with quick responses to field questions. 3. References and availability. A. Provide a list of projects completed in Washington of comparable scope. Also provide the reference personnel for these projects that would be available to discuss the performance of the design and your firm. B. Discuss the availability of your consultant team to design and deliver project documents, suitable for public bid, in a 45 day design period.

Responses must be received by the: Skagit 911, 2911 College Way, Suite 100, Mount Vernon, WA 98273, prior to 3:30 P.M. Pacific Standard Time, November 19, 2008. LATE PROPOSALS WILL NOT BE ACCEPTED.
Responders shall deliver 2 copies of the proposal to Skagit 911 at the address provided below. All documents must be received prior to the deadline.
To proposal must have the phrase "Skagit 911 CNS Proposal Response" written on it. We request that in addition to the paper proposal a readable compact disk (or DVD) be delivered that contains the proposal materials in electronic format. The Compact Disk shall be able to be read by the Microsoft XP Operating system. We only need one copy of the disk.

Proposals arriving after the deadline will be rejected and the bidder will be notified of the rejection. All accepted proposals and accompanying documentation will become the property of Skagit 911 and may not be returned.
No proposals will be accepted after the above due date and time. Failure to follow all proposal preparation instructions may be cause to disqualify the vendor and may result in the return of responder's proposal unevaluated. All expenses for the preparation of proposals are the responsibility of the responder.
Vendors assume the risk of the method of dispatch chosen. Skagit 911 assumes no responsibility for delays caused by any delivery service. If the vendor chooses to have the proposal delivered, then it must be received prior to the deadline, postmarking by the due date will not substitute for actual proposal receipt.

Notice is hereby given that the City of Bellingham is seeking requests for qualifications to establish an On-Call Roster for Water Conservation Consulting Services.
Interested vendors may view the solicitation documents on the City of Bellingham website at http://www.cob.org/services/business/purchasing.aspx or in person at the Purchasing Office, 2221 Pacific Street, Bellingham WA 98229 between the hours of 8:00 AM and 4:00 PM, Monday through Friday.

2009 SOQs Professional Consulting Services
City of Oak harbor is soliciting statements of qualifications and performance data from engineering, architectural, planning and/or other professional consulting firms for providing general engineering, survey and consulting services for sanitary sewer systems, storm drainage, water distribution systems, streets, marine design, marina facilities and breakwater, marina comprehensive plan, capital facilities, planning, landscape contractors, public facilitation, environmental impact, economic development financing, grant preparation, transportation planning and engineering wetlands enhancement contractors, biologists, structural engineering, architectural designers, and solid waste management for the 2009 calendar year.
These qualifications and performance data will be placed on file and will be used as a source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project.
All submittals must be received not later than November 26, 2008.
Those firms who submitted statements in 2008, need only to furnish new additional qualifications or verify by telephone that they wish to remain on the Oak Harbor Roster

RFQ for Consulting Services
Public Utility District No. 1 of Whatcom County ("District") hereby solicits Statements of Qualifications from professional services or consulting firms possessing the required experience, skills and resources needed for any/all of the following:
A. Electrical Engineering Analysis, Design, and Project Management for 230 kV electrical facilities including transmission, switchyard, substation, power transformers, and associated equipment.
B. Electrical Engineering Analysis and Design for the District's 115 kV Transmission Line and 115kV/13.8kV Electrical Substation and associated switchgear.
C. Electrical Engineering Analysis and Design for the District's 2.4 kV Electrical Service and Water Clarification Plant Motor Control Center and associated transformers' and equipment.
D. Electrical Engineering Feasibility Study and Consultation for possible District electric system expansion of transmission & distribution facilities 230 kV and lower.
Knowledge and experience with feasibility studies of future expansion to accommodate electric load growth; valuation of existing electrical transmission & distribution facilities, and acquisition of third party- owned electrical facilities is essential.
The purpose of this Request for Qualifications (RFQ) is to assist the District in selecting the most qualified firm that will used to help the District in completing current and/or future electrical improvement or planning projects.

The District reserves the right to award separate project(s) or portions of projects to separate firm(s) based on experience and to select directly from the Statements of Qualifications and proceed directly to scope and contract negotiations with the most qualified firm(s).
